En el acto de apertura de la investigación y con carácter preventivo, se ordenará la inmovilización del vehículo, medida que podrá mantenerse con fines sancionatorios una vez culmine la actuación administrativa, decisión que se prolongará hasta que se produzca el saneamiento de los hechos que dieron lugar a la investigación.
