De las convenciones colectivas sobre sueldos. Para el solo efecto de modificar las asignaciones básicas señaladas para los cargos del Instituto, este podrá celebrar colectivamente convenciones con los sindicatos y asociaciones gremiales que representen a sus funcionarios. Dichas convenciones requerirán la aprobación del Gobierno Nacional. El Gobierno reglamentará el procedimiento para la suscripción de las Convenciones a que se refiere el presente artículo.
