Modificado por el artículo 118 del Decreto 2737 de 1989, el cual dispuso: Solamente podrán desarrollar programas de adopción el Instituto Colombiano de Bienestar Familiar y las instituciones debidamente autorizadas por éste. Para efecto de lo dispuesto en el presente artículo, por programa de adopción se entiende el conjunto de actividades tendientes a brindar hogar definitivo a un menor y comprende, principalmente, la recepción y cuidado del menor, la selección de los eventuales adoptantes y la presentación de la demanda respectiva.
