Autorizase al Gobierno Nacional para efectuar las apropiaciones o traslaciones presupuestales correspondientes dentro de las vigencias fiscales de 1960, 1962, 1963 a fin de dar cumplimiento al artículo anterior, proveyendo cada año una suma no menor de dos millones quinientos mil pesos ($ 2.500.000.00).
