El nombramiento de miembros de la Junta de Canalización se hará por el Gobierno en vista de la designación de candidatos que las entidades señaladas en el artículo 13 hagan para principales y suplentes. Cuando las entidades a que este artículo se refiere no designen su representante para constituir la Junta, el Gobierno lo nombrará libremente en la proporción que establece el artículo 13.
