De acuerdo con lo establecido por el articulo segundo de la Ley 105 de 1993 , las autoridades competentes deberán tener en cuenta que el transporte es elemento básico para la unidad nacional y el desarrollo de todo el territorio colombiano y para la expansión de los intercambios internacionales del país.
