Para que un periódico pueda circular por las estafetas de los correos nacionales, es indispensable, al tenor de lo dispuesto el artículo 14 de la Ley, que se presente constancia del Ministerio de Gobierno, de que el periódico prestó la caución señalada, o de que fue eximido de otorgarla.
