° El Fondo Nacional de Caminos Vecinales es un establecimiento público, esto es, un organismo dotado de personería jurídica, autonomía administrativa y patrimonio propio, adscrito al Ministerio de Obras Públicas y Transporte, que se reorganiza conforme a las disposiciones establecidas por los Decretos números 1050, 3130 y 3160 de 1968 y el 1173 de 1980 y las contenidas en los presentes estatutos.
