La Asamblea Constitucional estará integrada por delegatarios elegidos popularmente, a razón de dos por cada Departamento, dos por el Distrito Especial de Bogotá, que para el efecto se segregará de la Circunscripción Electoral de Cundinamarca y dos por las Intendencias y Comisarías que constituirán también para este efecto una nueva Circunscripción Electoral, con excepción de la Intendencia de San Andrés y Providencia, la cual elegirá asimismo dos delegatarios.

Por cada principal será elegido un suplente personal.
