Art. 13. Cerrado el tercer debate en el Senado del proyecto de ley de Presupuestos, se discutirán y votarán en la forma ordinaria los proyectos de ley originarios de una u otra Cámara que afecten el Presupuesto en la forma de créditos adicionales ó de contracréditos; y los que fueren sancionados se incluirán en la primera liquidación del Presupuesto que practique el Gobierno.
