Art. 1.° El que quisiere establecer un censo á perpetuidad sobro el Tesoro nacional en favor de algun establecimiento de Beneficencia, Caridad ó Instruccion pública, que sea persona jurídica legalmente establecida, se dirigirá por medio de un memorial, ó con copia del documento respectivo, al Juez nacional de primera instancia, en papel correspondiente. El memorial expresará, con toda claridad, la cantidad que se dona, el establecimiento en favor del cual se impone el censo y la ubicacion ó lugar en que está situado dicho establecimiento.
