Las guardias que hayan de formar las custodias de las Penitenciarías, serán exclusivamente para este objeto y dependientes de la Dirección de la Penitenciaría. Los individuos que las formen serán también vigilantes y tendrán la responsabilidad de la conducta, moralidad y orden, así como la seguridad de los presos. El Poder Ejecutivo dictará los Reglamentos para la organización de estos Cuerpos.
