El Ministerio de Comunicaciones autorizará la cesión de los contratos de concesión, en loe términos previstos en el artículo 19 de este Decreto, cuando se acredite que el posible cesionario reúne las calidades y garantías exigidas a los concesionarios del servicio. Para el efecto. se tendrán que presentar los requisitos establecidos por el Ministerio de Comunicaciones, para acreditar la capacidad económica del cesionario del servicio.
