Art. 3° Los Bancos que ocho días después de publicada la presente ley en la respectiva localidad, no hayan fijado avisos (con carácter de permanentes); en que se anuncie al público que admiten los billetes del Banco Nacional como moneda legal, en todas sus operaciones, quedarán incapacitados para verificar otras que no sean las conducentes á su inmediata liquidación.
