Artículo cuarto. El Gobierno queda autorizado para ceder al Instituto de Crédito Territorial o a otra entidad la cartera resultante de la adjudicación de las referidas viviendas, y para abrir los créditos presupuestales necesarios para el cumplimiento de este Decreto.
