Las ciudades capitales que consideren asumir las funciones y competencias de las entidades nacionales harán la petición al presidente de la Republica y al representante legal de la entidad correspondiente. Este último deberá responder en el término máximo de un mes, señalando las razones para aceptar o rechazar la petición.
