Requisitos de la Calificación . La calificación debe ser: a) Objetiva, imparcial, fundada en principios de equidad y no constituye premio ni sanción; b) La justa valoración del empleado como servidor público, teniendo en cuenta tanto las actuaciones positivas como las negativas; c) Referida a hechos concretos y condiciones demostradas por el calificado durante el lapso que abarca la calificación, apreciados dentro de las circunstancias en que desempeña sus funciones.
