La suma en referencia será incluida en el Presupuesto Nacional de cualquiera de las vigencias próximas, y en caso de no hacerlo, se faculta al Gobierno para efectuar las apropiaciones, traslados, créditos y demás operaciones de orden fiscal o presupuestal y contable a que haya lugar, para que tenga cumplido efecto esta Ley.
