El lote de terreno que la Nación cede al Departamento del Atlántico, será utilizado por este en la construcción de cualesquiera obras comprendidas dentro del plan de inversión del empréstito interno que el Departamento mencionado acaba de emitir, y siguiendo en la construcción planos que deberán ser aprobados por el Ministerio de Obras Públicas.
