Art. 1º. Los destinos públicos, salvo las prohibiciones constitucionales, son de instrucción secundaria ó profesional; y los que ejerzan tales enseñanzas pueden también desempeñar dos ó más asignaturas. En todos estos casos los sueldos son acumulables; pero el Gobierno queda autorizado para establecer excepciones particulares á esta regla.
