ARTICULO 1°. Legalidad. Nadie podrá ser condenado por un hecho que no esté expresamente previsto como punible por la ley penal vigente al tiempo en que se cometió, ni sometido a pena o medida de seguridad que no se encuentren establecidas en ella.
