Artículo tercero. Los cónsules de la República podrán expedir la Targeta de Transito, siempre que el extranjero reúna los requisitos estipulados en el Artículo 1o. de este Decreto. La sola firma del funcionario consular es suficiente para la validez de la Targeta.
