Artículo primero. Por cuanto se considera el azúcar un artículo de primera necesidad para el consumo del pueblo, y por cuanto la producción nacional de este género es insuficiente, se establece por el presente Decreto las medidas de control económico necesarias para evitar indebidas especulaciones, precios excesivamente altos o irregulares, acaparamiento e inadecuada distribución y venta del azúcar, de conformidad con la Ley 7ª de 1943.
