Art. 2.° Los embarcadores de mercaderías extranjeras destinadas al consumo en los puertos francos de la República, al presentar a los Cónsules las facturas de los cargamentos para que sean certificadas, aseverarán, bajo juramento, que el contenido de dichos documentos es exacto; y que responden al Gobierno tanto de las diferencias que resulten en cuanto al contenido de los bultos, como de que no embarcan artículos de prohibida importación.
