Art. 71. La conversión de las multas por arresto debe hacerse siempre por el funcionario que impuso la pena en primera instancia, para lo cual tiene el perentorio término de veinticuatro horas después de recibido el aviso del respectivo empleado de no haber sido satisfecha la multa.
