Salvo disposición en contrario, el funcionario de instrucción ejercerá sus funciones solamente dentro del territorio en que tenga jurisdicción. Conocerá, por consiguiente, de la instrucción de los sumarios referentes a infracciones cometidas dentro de ese territorio, o a aquellas que cometidas en otro lugar deban juzgarse en el Distrito Judicial o Circuito en que el funcionario actúe.
