º Los programas de capacitación se organizarán periódicamente y podrán ser ejecutados directamente por los organismos y entidades públicos o, por solicitud de éstos, en instituciones docentes o especializadas, preferencialmente oficiales, en concordancia con lo dispuesto en los artículos 174 y 115 del Decreto 1950 de 1973. Así mismo, cuando las necesidades del organismo lo justifiquen, podrá inscribirse personal en programas ofrecidos por centros educativos públicos o privados legalmente aprobados.
