Art. 11. El Poder Ejecutivo procurará celebrar una convencion consular con el gobierno del imperio del Brasil y hará que se establezca un Cónsul en el pará, para que dé cumplimiento á las funciones que á tales empleados les atribuye el Código Fiscal, respecto de las mercaderías ó que se refieren los artículos 1.° y 2.° de esta ley.
