El Director confrontará diariamente los libros de movimientos de manifiestos en todas las secciones, para asegurarse que todas las encomiendas han sido reconocidas y todos los manifiestos liquidados y pagados. Cuando algunos de los destinatarios no pagaren los derechos, y por tanto, no se les hubieren entregado las encomiendas respectivas, se agregará a la relación la lista de importadores morosos, expresando la suma que cada uno deba.
