Lo previsto en el artículo 1º no aplicará a las exportaciones que a la fecha de publicación del presente decreto cuenten con certificado sanitario expedido por el Instituto Colombiano Agropecuario, ICA, ni para aquellas solicitudes de certificado sanitario cuyo trámite haya sido radicado en el ICA antes de la citada fecha.
