Las oposiciones o concursos consistirán en pruebas escritas u orales, análisis de antecedentes, cursos de capacitación u otros medios igualmente idóneos; cualquiera que sea su desarrollo, se prepararán de manera que conduzcan a establecer la capacidad de los aspirantes, según la naturaleza de los empleos que deban ser provistos.
