Autorízase al Gobierno Nacional para contratar la inversión de la partida apropiada en el Presupuesto de la actual vigencia, con destino a la construcción de la Casa Nacional del Periodista, de Cartagena, con el Centro Literario "El Bodegón" de la misma ciudad; y para vender las actuales construcciones y sus lotes de las zonas de carretera en Medellín y Manizales, destinando su producto a edificaciones con ese mismo fin en ambas ciudades.
