Autorízase al Gobierno y al Banco de la República para que, conjunta o separadamente, compren las acciones que poseen los Bancos extranjeros en aquel establecimiento. El Gobierno y el Banco podrán llevar a cabo las operaciones financieras que sean necesarias para realizar dicha compra, sin otra formalidad que la aprobación del Presidente de la República, previo dictamen favorable del Consejo de Ministros.
