Art. 9.° Los documentos que remiten los Telegrafistas á la Secretaría de Fomento de acuerdo con las disposiciones citadas, y los que hayan remitido ya durante la presente vigencia económica, posarán á la Sección de Estadísticas para que allí se formen los cuadros respectivos. En tal virtud y en observancia del principio fiscal de la unidad en la cuenta y en la responsabilidad, la Secretaría de Fomento no tiene facultad para examinar, glosar ni fenecer la cuentas de las Oficinas telegráficas; atribuciones exclusiva de las Administraciones principales de Hacienda y Agencias postales de que dependen aquéllas; y cuyas cuentas se incorporan en las de éstas.
