Artículo segundo. Los gastos que correspondan al Gobierno sólo requerirán para su legalización la aprobación de la Junta Organizadora del III Congreso Iberoamericano de Seguridad Social, cuando sean superiores de $ 1.000.00, y la del Presidente Ejecutivo cuando no sobrepasen de tal cantidad, sin perjuicio, en todo caso, la de la intervención que corresponda a la Contraloría General de la Republica.
