Art. 71. Cuando los Contadores declaren ejecutoriado un auto de primera instancia y la Sala uno de segunda, por no haberse interpuesto el recurso en el término prefijado, el responsable podrá ocurrir de hecho ante quien corresponda; y siempre que se expresen y comprueben motivos fundados, según el Código Judicial, que excusen la omisión, se concederá el recurso, y se sustanciará y decidirá como está dispuesto.
