Aclárase el alcance del artículo 39 del Decreto número 1228 de 1959, en el sentido de que del beneficio de las participaciones legales están excluidos los Administradores de Aduana y los funcionarios de la Dirección General de Aduanas investidos de jurisdicción para conocer, proyectar o fallar las contravenciones que se contemplan en el citado Decreto.
