ARTICULO 30. DE LAS EMPRESAS ESTATALES QUE PUEDEN SER CONCESIONARIAS PARA LA PRESTACION DEL SERVICIO DE TELEFONIA MOVIL CELULAR. Podrán ser concesionarias del Servicio de telefonía móvil celular, las empresas estatales que presten el servicio de telefonía fija o convencional, las asociaciones formadas por entidades territoriales o sus entidades descentralizadas asimiladas conforme a sus estatutos a empresas industriales y comerciales del estado o establecimientos públicos que presten el servicio de telefonía fija o convencional, autorizadas por el Ministerio de Comunicaciones.
