Para que una federación o confederación pueda convocar la reunión de una asamblea general federal o de un congreso sindical, se requiere que en el momento de la convocatoria las organizaciones estén funcionando legal y normalmente, y tengan inscritas sus juntas directivas o comités ejecutivos.
