Las exenciones por causa legal deben ser conseguidas por la Junta Territorial presidida por el Comandante del Distrito. Cuando excepcionalmente éste no se encuentre en el municipio, las solicitudes se dan conceptuadas por la Junta y enviadas a aquel para su resolución y aprobación.
