Autorízase al Gobierno para abrir los traslados y créditos adicionales al Presupuesto Nacional, que sean necesarios para la ejecución de la presente Ley, así como para garantizar todos los préstamos internos y externos que contrate la entidad a cuyo cargo se encomiende el cumplimiento de las finalidades previstas en el artículo anterior.
