La adquisición de elementos, equipos, materiales, etc., con cargo al Fondo Vial Nacional, tanto en el país como en el Exterior, se ceñirá a las normas que rijan para este electo en el Ministerio de Obras Públicas. Los pedidos al Exterior gozarán de las mismas exenciones de aduana que rijan para los que hace el Departamento Administrativo cíe Servicios Generales, y requieren para su validez la constancia de la Auditoría Fiscal sobre disponibilidad de fondos, pero no necesita la formalidad del contrato solemne.
