° Igualmente hácese la misma concesión, con limitación hasta de treinta palabras para cada telegrama, al Jefe de la Oficina de Cambio de Encomiendas Postales del Exterior, residente en Barranquilla, para tratar aquellos asuntos oficiales de absoluta urgencia que, por la demora, no se deban encomendar a la vía postal.
