El Consejo se reunirá en forma ordinaria al menos una vez por mes, en los días que el mismo Consejo determine y extraordinariamente por convocatoria del Ministro de Obras Publicas, a quien corresponde, además, citar para todas las reuniones. El Consejo será presidido por el Ministro de Obras Publicas o por un delegado, en su ausencia. Será Secretario del Consejo Nacional de Valorización el Secretario de la Dirección Nacional de Valorización. El Director de Valorización Nacional deberá asistir a todas la reuniones del Consejo, con derecho a voz. A requerimiento del Consejo, deberán asistir además, los funcionarios del Ministerio de Obras Publicas que fueren citados.
