Artículo Segundo. La Escuela Superior de Administración Pública tendrá los siguientes objetivos

Preparar el personal administrativo para las dependencias nacionales, departamentales, y municipales;

Investigar la organización administrativa colombiana y divulgar los resultados obtenidos en tales investigaciones, sugiriendo las medidas aconsejables para lograr su tecnificación y eficiencia;

Investigar las medidas que en otros países se hayan tomado o se estén desarrollando para promover el adelanto de la Administración Pública, y estudiar su posible aplicación en Colombia.
