Artículo cuarto . La Caja de Crédito Agrario, Industrial y Minero otorgara un préstamo al Instituto de Fomento Industrial hasta por la suma de $ 1.0000.000.00, con destino al fomento de la industria del carbón, dentro de las modalidades, plazos, intereses, etc; que señalen la Junta Directiva de esa institución. Este préstamo tendrá garantía del Estado. El Ministerio de Hacienda en representación de éste suscribirá los correspondientes pagares para que dicha garantía sea efectiva.
