La presente ley es aplicable a todas las Ramas del Poder Público, a saber: Legislativa, Ejecutiva y Judicial en el orden nacional, departamental, distrital, municipal y metropolitano en calidad de titulares y representantes legales, así como los particulares que manejen fondos o bienes del Estado.
