Las autoridades de la República vigilarán el enganche de jornaleros colombianos destinados a trabajar fuera del país, para que las personas o entidades enganchadoras les garanticen por medio de contrato formal y escrito, y mediante una fianza a satisfacción de la primera autoridad del Distrito las condiciones de sus jornales de asistencia en caso de enfermedad y de repatriación.
