Artículo segundo. El Director de la Biblioteca Nacional será el agente inmediato del Ministerio para ejercer tal superintendencia, mediante el control de la Oficina de Registro, y la supervigilancia del funcionamiento de esta, de acuerdo con la citada Ley. El Director de la Biblioteca Nacional pasará mensualmente un informe al Ministro de Educación sobre la marcha de la Oficina de Registro y las labores de los funcionarios de esta.
