Las oposiciones que tengan un fundamento distinto del de la propiedad de los minerales, serán decididas por el Ministerio del ramo. Cuando se presenten oposiciones de ambas clases, se tramitarán y decidirán primero las que debe resolver el Ministerio, y luego si fuere el caso, el expediente se remitirá al respectivo Tribunal Superior.
